CABE Publishes Results of the 2025 Building Control Survey
In 2025, CABE went out to members and professionals and asked for their views on the building control system in England and Wales.
The survey’s questions focused on the changes to the building inspector profession and looked at how well the industry understood those changes. With the survey now in its third year, the feedback has allowed CABE to take a wider look at the trends and understand the building control sector from those working within it.
Some keys findings from the survey:
- 41% of those who completed the survey were registered building inspectors (RBIs) at Class 3 or 4, and 50% at Class 2 resourcing has consistently been a concern over the years, and this year was no different.
- 63% of respondents believe that resourcing (including people) available to undertake building control has declined significantly in the last three years.
- 83% of respondents feel that the industry does not understand the new role of the RBI. There remains a lack of confidence (from RBIs) on how well consultants and clients understand the changes to their responsibilities as introduced in the Building Safety Act 2022; and it is imperative that professionals undertake regular CPD.

CABE plays a part in helping members understand how to comply with the Building Safety Act 2022 and its corresponding legislation. They will continue to strive to find ways to make it easier for professionals to understand their responsibilities and to prove that they are competent to undertake their roles.
